1912 to 1977: foundations

1912 The founding

A sugar company on the east coast

CIEL is created, its identity bound to sugar from the outset. Its origins lie in the Deep River-Beau Champ estate in eastern Mauritius, cultivating some 4,000 hectares of cane. Expansion in this era follows the consolidation logic of the colonial sugar economy: acquiring neighbouring land and centralising milling into fewer, larger factories.

1968 National context

Mauritius becomes independent

Independence arrives with an economy overwhelmingly dependent on sugar, high unemployment and rapid population growth. Contemporary assessments of the island’s prospects were pessimistic. The export-processing-zone framework that would transform the country is still ahead.

1977 August · Entry

Arnaud Dalais joins the CIEL Group

He enters the Group in August 1977, nine years after independence. The company he joins is still a sugar business. The forty-eight-year association that begins here will span three of the four economic transitions Mauritius goes on to make.

1991 November · Appointment

Appointed Group Chief Executive and Director

Published accounts note that Sir Pierre Dalais had prepared the way for a younger generation before his departure in 1991. Board biographies state that under Arnaud Dalais’s leadership the Group went through important growth, both locally and internationally. The nineteen years that follow turn a sugar-rooted company into a multi-sector, multi-country group.

2000 to 2002 · Representation

Chairman of the Joint Economic Council

The JEC, created in the 1970s, is the coordinating body of the Mauritian private sector and its formal channel to government on economic and trade matters. The chairmanship coincides with mounting pressure on the preferential trade arrangements underpinning both sugar and textiles — the two sectors on which Mauritian export earnings had been built.

2010 Governance

Appointed Group Chairman of CIEL

After nineteen years as Group Chief Executive he moves to the chair. This is a change of function rather than a promotion: the chairman is responsible for the board, for the quality of its challenge to management, and for succession — not for running the business.

2011 February, to 2017 · Hospitality

Chairman of the Board of SUN

He chairs the board of SUN, the Group’s listed hospitality company, for six years. Hotel and property development is listed among his stated areas of competence in published board disclosures. Hospitality is the Group’s most cyclical exposure, sensitive to airlift, currency and global travel sentiment.

2014 January · Structure

Deep River Investment Limited becomes CIEL Limited

The Group is reorganised and its listed vehicle renamed, consolidating interests under a single quoted holding company. Arnaud Dalais becomes Chairman of CIEL Limited. One listed entity means one board, one audit committee and one disclosure obligation — a simplification that increases scrutiny in exchange for clarity.

Chairman of Business Mauritius

Business Mauritius brings the Joint Economic Council together with the Mauritius Employers’ Federation — founded in the early 1960s — into a single federation combining economic-policy representation with the employer side of industrial relations. This is his second turn speaking for Mauritian business as a whole, fifteen years after the first.

2022 Anniversary

CIEL Limited marks 110 years

The Group marks its 110th anniversary in a year in which it reports a revenue increase of more than 50 per cent, as hospitality and textile activity recover following the pandemic.

Guillaume Dalais becomes Group Chief Executive

The executive leadership of the Group changes hands eighteen months before the chairmanship does. Sequencing the two appointments rather than making them together is the signature of a planned rather than a reactive transition.

2025 1 July · Succession, part two

Jean-Pierre Dalais succeeds him as Chairman

After eleven years in the chair of CIEL Limited, Arnaud Dalais steps down and remains on the board as a non-executive director, serving on the Investment Committee. In its announcement, CIEL credited his instrumental role in the Group’s diversification across sectors and its international expansion.

2025 Year to 30 June · Results

MUR 38.03 billion in Group revenue

The final financial year of his chairmanship: revenue of MUR 38.03 billion, up 8 per cent; EBITDA of MUR 7.21 billion; profit attributable to owners of MUR 2.17 billion; earnings per share of MUR 1.28; a maintained dividend of MUR 0.32 per share; and a gearing ratio of 29.4 per cent. The Group reports more than 38,000 employees across roughly ten markets.

2025 September · Capital

A MUR 1.45 billion sustainability-linked bond

CIEL raises approximately USD 31 million through a sustainability-linked bond reported as 1.5 times oversubscribed, with terms tied to targets on women’s empowerment, carbon emissions and water consumption across its six clusters. The transaction was structured with MCB Capital Markets, assessed by Morningstar Sustainalytics and supported by FSD Africa, with participation from the Africa Local Currency Bond Fund.
